Icelandic Ministry of Justice

Kolibri and the Ministry of Justice have had a successful long-term partnership in digitally transforming the Icelandic judicial system, with an emphasis on smooth processing of court cases across institutions. This new process involves moving data instead of people between places, eliminating duplicate data entry and enhancing citizens' legal security by providing access to the right data at the right time.

3 years post-launch, the Judicial Portal is now implemented in 21 institutions within the Icelandic judicial system. Approximately 2,000 court cases are resolved annually, leading to substantial savings in manual labor and printing. Parties can access data earlier and have a unified view of the case status. The processing is quicker without sacrificing legal security or fair proceedings, and work methods have been standardized across institutions.

A digital revolution in the judicial system

A silent revolution has been taking place in the Icelandic court system since 2020. All institutions of the prosecution (police precincts and state prosecutors), district courts, the High Court, and defense attorneys now use a web application run by the Ministry of Justice, the Judicial Portal, to exchange information securely and to communicate around the processing of detention and travel ban claims and investigation warrants.

Indictments

We move data, not people

Work has been underway since 2022 to create a digital pathway for criminal cases. With this change, set for mid-2024, we will see even more progress. Travel with physical documents will significantly decrease, and automation will increase in the processing of case files by the prosecution authority. Opportunities will open to improve the access of parties, including bailiffs and victims of violent crime, to data and case status.
