HMS

Building Permits in Iceland is a new web application for parties involved in construction projects, municipalities and HMS, and part of Iceland’s new construction registry. The application shortens the lead time for building permits and improves service to applicants.

Kolibri led product discovery in mid-2023 and has worked intensively on design and development of the application since 2024. The application was launched for Reykjanesbær in November 2024 with more municipalities to follow.

The vision

All in one place

With the new portal for building permits, decisive steps are being taken to bring the entire building permit process — and all municipalities in the country — into one place. Services for owners, designers, and contractors are greatly improved through user-friendly guidance and documentation submission, clarity and transparency for all parties, and notifications when important milestones are reached.

The interface

The web app serves as a hub for communication and data sharing for all parties involved in construction projects. Architects and engineers submit blueprints and drawings, site managers appoint tradespeople, and homebuilders receive notifications and updates to help push forward anything that may be delaying progress.

Municipalities will get a user-friendly processing interface that provides better oversight of ongoing cases, increases automation in handling documents, and reduces workload caused by inquiries. All data flows automatically into the municipalities' case management systems and HMS's construction registry.

Roll-out

The inital release is an application portal for owners and designers. This portal was launched in Reykjanesbær in November 2024. The City of Reykjavik will open for applications from this portal later in 2025.

The resulting impact will be, and not limited to, shorter lead times for building permits, less manual work for municipalities and vastly improved data collection and insights on buildings and construction work in Iceland.
